rock 5ee5dfe122 fix: Dockerfile + borrow checker errors + SQLX_OFFLINE
CI / CI (pull_request) Failing after 5m42s
- rust:1.81 → rust:1-bookworm
- cargo build --release -p mem-cli
- Fix partial move errors in versioning.rs (ref borrow)
- Set SQLX_OFFLINE=true (needs .sqlx/ cache or query macro conversion)
- Build + push on all CI events

NOTE: Still needs sqlx offline cache (.sqlx/) or convert query_as! to runtime
