refactor: unify CI workflow - use .forgejo/workflows
...
- Migrate from .gitea to .forgejo (Forgejo standard naming)
- Merge test + release into single CI workflow
- Test runs on all PRs and main pushes
- Release job only runs on version tags (v*.*.*)
- Extract changelog from CHANGELOG.md for release notes
- Follow unified Forgejo CI pattern from CLAUDE.md

feat: initial kmsvc-sdk Go client for kafkamgmt.v1 message-plane API

Client/auth/message-plane methods/long-poll/typed errors, all tested
against an in-process bufconn fake. Consumes [email protected] via
go get (GOPRIVATE), no submodule or local codegen.
