Restore proper .gitea/workflows/ci.yaml (our Forgejo uses .gitea/, not .forgejo/)

  • Unified single CI workflow file (test + build/release)
  • Test runs on all PRs + main
  • Build/release runs on main/tags only (after test passes)
  • Corrects mistake from PR #1 which used wrong path

Note: Your Forgejo instance uses .gitea/workflows/, not .forgejo/workflows/

- Consolidate test + release/build workflows into single .gitea/workflows/ci.yaml
- Add explicit job dependencies (build-push needs test)
