fix(cert-manager): render issuers via kustomization resources list, restore automated sync — directory.include with bare filenames rendered empty (never matched), so ArgoCD tracked 0 resources and prune wiped the CA ConfigMaps + ClusterIssuers

fix(cert-manager): drop empty kustomization.yaml shadowing cert-manager-issuers directory.include — stub rendered 0 resources, tripping ArgoCD 'auto-sync will wipe all resources' halt, blocking the homelab-ca.crt ConfigMap fix that authentik CA-init needs
