fix: move runner CI workflow to .forgejo (Forgejo reads from .forgejo, not .gitea)

- Workflow monitors Dockerfile.golang/rust/node for changes
- Builds and pushes images with commit SHA + latest tags
- Image Updater auto-detects new images
- ArgoCD syncs new versions
