rock ac798f352f fix: Dockerfile build mem-cli binary + CI builds and pushes on all events
CI / CI (pull_request) Failing after 6m34s
- rust:1.81 → rust:1-bookworm (track latest stable)
- cargo build --release → cargo build --release -p mem-cli
- Build + push on all events (verify before merge)
- --progress=plain for visible build logs
