refactor: unify CI workflow - use .gitea/workflows

CI / Test (pull_request) Failing after 21s
CI / Build & Push Image (pull_request) Skipped
- Consolidate test + release/build workflows into single .gitea/workflows/ci.yaml
- Add explicit job dependencies (build-push needs test)
- Test runs on all PRs + main pushes
- Build/release runs on main/tags only (after test passes)
- Follows unified Forgejo CI pattern
Note: Using .gitea/ not .forgejo/ (our Forgejo instance uses .gitea/)

- Migrate from .gitea to .forgejo (Forgejo standard naming)
- Merge test + build-prod into single CI workflow
- Test runs on all PRs and main pushes
- Build-push only runs on main after test passes
- Use FORGEJO_REGISTRY_USER/TOKEN secrets for Docker login
- Remove docker-in-docker dind complexity
- Follow unified Forgejo CI pattern from CLAUDE.md
