rock 4c3b917e54 fix(coredns): declare the poimen rewrite in the source of truth ...

poimen.riotpiao.com resolved only because someone edited the live coredns
ConfigMap by hand. Neither terraform/files/coredns/Corefile nor the Talos
machine config carried the line, so the next Talos reconcile would have
deleted it and broken in-cluster resolution of a heavily used service.

Live and source now agree on both hostnames the retirement touched.

fix(cilium): restrict L2 announcement to control-plane nodes — GPU worker lacks eno1 (Mellanox enp28s0f*), so when it won the .160 lease it couldn't ARP the VIP, black-holing all ingress (flapped on reboots)
