rock	c472a994ce	fix(longhorn): enable worker-1 scheduling, 400Gi reserved ... 32 degraded + 3 faulted volumes from replica rebuild failures. cp-1/cp-2 over-committed; worker-1 had 602Gi free but scheduling disabled.
